A Phase 1 Environmental site assessment (ESA) and a Limited Phase II ESA were completed and mitigation requirements will be upheld. The site is also less than 5-acres and surrounded by urban uses and is also determined to be exempt per categorical exemption 15332 "In-Fill Development".
