Document Description
The Dunsmuir Fuel Reduction Project (Project) includes hazardous fuel reduction on up to 675 acres within and adjacent to the city of Dunsmuir within Siskiyou County and a small portion of Shasta County. The Project area includes developed residential, mixed use, commercial, industrial, public agency, and open space and undeveloped parcels. The Union Pacific Railroad tracks, Sacramento River and several of its tributaries run through portions of the project area. The project includes creation of shaded fuel breaks, as feasible, up to 300 feet from main roadways and evacuation routes. In addition, defensible space will be created for private property owners in accordance with Public Resource Code (PRC) 4291 up to 100 feet from structures. Activities will include removal of shrubs and trees less than 14 inches in diameter at breast height (dbh) and dead, dying, and defective and/or diseased trees, as needed, to reduce the vertical and horizontal continuity of fuels to create shaded fuel breaks and defensible space. Fuels reduction will be conducted using manual and mechanical treatment methods. Mechanical treatment may include the use of ground-based equipment such as tracked or rubber-tired masticators, chippers, grinders, cable winches, grapples, lifts, or boom and bucket equipment. Manual equipment may include the use of chainsaws, pole-saws, loppers, pruners, and other various cutting implements. The preferred method of biomass disposal is to leave generated material onsite for utilization at the discretion of the property owner. Logs and large branches will be cut into easily transportable sections, not exceeding four feet in length, and left on the property. Chips or masticated material will be spread back on the treated property to a depth of no more than 4 inches in accordance with PRC 4291 or left in discreet piles onsite for use by the property owner in compliance with PRC 4291. Project maintenance and material disposal will be the responsibility of each participating landowner once Project implementation is complete. There are multiple community “green waste drop off days” and the City of Dunsmuir has plans to increase the green waste disposal capacity and additional landscape scale fuels reduction projects which is expected to encourage landowners to actively reduce hazardous fuels in their communities.

The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, populations and housing, public services, recreation, transportation/ traffic, utilities and service systems, or to wildfire.
