The development as office and medical office is consistent with the Community Commercial land use designation of the General Plan and consistent with the SP-C-2 designation of the Broadstone Unit No. 3 Specific Plan. In addition, the City conducted an analysis of the project and determined that there were no significant effects peculiar to this project or changed circumstance which had not already been previously addressed in either the General Plan or the specific plan EIRs as required under CEQA Guidelines section 15162.
