The project benefits the property owner and businesses within the center as well as the general public with permanent outdoor dining facilities and additional parking.

Reasons for Exemption
The project involves alterations to an existing shopping center facility, reconstruction/replacement of parking on-site, and new construction of small commercial facilities and small accessory structures. The project is exempt from CEQA pursuant to multiple categorical exemptions, and the "common sense" exemption. (CEQA Guidelines Section 15301, 15302, 15303, 15311, 15061(b)(3)).
