The project is intended to address current deficiencies in the storm water drainage system by replacing the existing undersized underground pipes and redirecting flows within the system to alleviate localized flooding. Further, the surface facilities, including new and replacement storm drain inlets and manholes, are proposed within the existing public right-of-way which is all existing paved surfaces. The project is within a built-out residential area and the increased capacity of the storm drainage system is to serve the existing development and does not facilitate new development or increase the density of the neighborhood and is therefore exempt from the provisions of CEQA.
