On December 4, 2024, the City Council of the City of San Bernardino approved Award of Agreement for Construction of Seccombe Lake Park Revitalization Improvements Project with Landscape Support Services and approval of Task Order Number 001 for Construction Management and Inspection Services with CSG Consultants, Inc. (Ward 1) “Agreement”.
The Agreement would allow for the replacement and reconstruction of the existing park facilities for the Seccombe Lake Park. The Agreement would allow the City to issue Landscape Support Services a “Notice to Proceed”, initiating the process to commence the construction of the park facilities.

Reasons for Exemption
The Agreement is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15302, Replacement or Reconstruction (“Class 2”). The Class 2 exemptions allow for the replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site as the replaced structure and will have substantially the same purpose and capacity as the structure replaced.
Here, the Project involves reconstructing the park facilities located on the same site. None of the “exceptions” to the categorical exemptions apply under State CEQA guidelines § 15300.2.
