Document Description
El Camino Homeless Organization (ECHO) currently operates a variety of emergency housing shelter activities at 6370 Atascadero Avenue (APN: 030-341-013). They are seeking amendments to the zoning text including an amendment to their Conditional Use Permit, and their Operations and Management Plan to increase their capacity. The amendments would allow for:
1. An increase in the number of overnight beds from 60 to 90;
2. Increase the number of meal program participants from 80 to 100;
3. Increase the shower program operation hours;
The amendments would help facilitate the development of a new 7,600 square-foot 2 -2-story building to accommodate the increased capacity.

Reasons for Exemption
The California Environmental Quality Act (CEQA) (Section 15061(3)(b)) exempts activities that are covered by the general rule that CEQA applies only to projects that have the potential to cause a significant effect on the environment. The proposed amendments to the Emergency Service (ES) Overlay Zone text, modification of the previously approved Conditional Use Permit (PLN 2014-1492) Conditions of Approval, and updates to the required on-site management plan for consistency will not have any significant adverse environmental impacts.
Additionally, CEQA (Section 15301(c)(2)) categorically exempts additions to existing structures provided that the addition will not result in an increase of more than 10,000 square feet when the project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan and the area in which the project is located is not environmentally sensitive. While the expansion of the facility is ministerial under State law, the proposed amendments to the ES Overlay Zone and operations plan will result in allowances that will facilitate the proposed expansion. The proposed expansion of the existing shelter and program activities would result in an addition that is less than 10,000 square feet in an area where all public services and facilities are available to support the expansion of the existing shelter and on a site that has been previously developed and is not designated as an environmentally sensitive area.
