Document Description
The El Dorado Irrigation District (District) is proposing to conduct geotechnical investigations at ten separate locations along Durock Road, Lariat Road, and Strolling Hills Road. Ten bore holes will be drilled into the existing road alignment at each location. The geotechnical investigations will help the District assess the subsurface conditions for engineering and design considerations for replacement of the existing sewer pipeline. This work includes conducting field reconnaissance and testing to identify and evaluate potential geologic hazards, characterize subsurface materials, and develop geotechnical recommendations that will be incorporated in the design. Geotechnical testing will be conducted along the existing pipeline corridor. Details for the specific sampling method is provided below:
• Subsurface Soil and Bedrock Exploration: It is anticipated that a total of ten borings would be advanced approximately 10-feet below the existing ground surface from accessible areas along the existing pipeline alignment in the roadway shoulder. The borings will be drilled utilizing a 4 to 6-inch solid-stem augur bit from a truck mounted vehicle. Drilling will be performed according to a pre-authorized drilling program, which specifies safety requirements, disposal of drilling materials, best management practices, and returning survey locations to pre-project conditions.
Geotechnical testing will utilize the existing road shoulder within the existing right of way. Traffic control measures would be implemented as required by an encroachment permit issued from the El Dorado County Department of Transportation. The contractors would stage equipment along the roadway, within their own storage facility or on District owned property. The District is planning to conduct the geotechnical assessments as time and weather permits in December 2024 or January 2025. The work is expected to last up to 2-days.

This project would collect geotechnical data to explore and evaluate subsurface conditions based on a Class 6 exemption. This project would not result in a serious or major disturbance to an environmental resource and is strictly for information gathering purposes that may lead to future action, which has not been approved, adopted, or funded by a public agency. Additionally, none of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300.2, are valid for this project, including location in an area of critical concern, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, cumulative effect, and historical resources.
