Document Description

Reasons for Exemption
The project qualifies for a Categorical Exemption (Class 1) pursuant to CEQA Guidelines Section 15301, Existing Facilities, because the project consists of an addition to an existing single-family residence. The project is not located in an area which may have an impact on an environmental resource of hazardous or critical concern which is designated, precisely mapped and officially adopted by a federal, state or local agency. The applicant submitted an extended Phase I Archaeological Surface Survey (Padre July. 2024). The results of the pedestrian survey and Extended Phase I archaeological testing indicate that the complex shell midden recorded in the Archaeological Site does not extend into the Project as a formal deposit. Thus, the cultural materials present within the Project site do not qualify as a historical/cultural resource under CEQA. Further, there are no unusual circumstances surrounding the project. The addition is to an existing single-family residential use, which is a principal use within the Residential Single-Family land use category. The location of the proposed project is not within any hazardous waste site compiled pursuant to Gov. Code § 65962.5. The proposed project does not involve or does not cause a substantial adverse change in the significance of a historical resource.
