Reasons for Exemption
The project involves the establishment of an outdoor storage yard utilizing 39,400 square feet of an approximately 5.88-acre parcel. Proposed site improvements include grubbing, perimeter fencing with a sliding gate door to access the storage area, and installation of a decomposed granite road base within the 39,400 square foot fenced area. The proposed project is estimated to generate nine trips per weekday and two General Public weekday PM peak hour trips per County Resolution 2008-152 and 2017-253. Based on this level of traffic volume, the project is not expected to create any peak hour impacts (weekday or weekend days). A Roadway Safety Audit (RSA) was conducted for Winterhaven Road and a portion of State Route 1 to reach the 0.5-mile study area in the vicinity of the project site per County Resolution 2008-152 and 2017-253. Based on the criteria outlined in the RSA requirements, the project is not expected to create a need for roadway improvements. Existing roadway networks are constructed to accommodate any additional traffic generated from this proposed use. The only construction and site improvements proposed are to address regulations for storage yards as required by County Code Section 22.30.560 as it relates to site surfacing and perimeter fencing as allowed under County Code Section 22.10.080. No mitigation measures are required, as it can be seen with certainty that there is no possibility that the proposed project may have a significant effect on the environment.
