Document Description
The Federal Transit Administration (FTA), working in partnership with the Los Angeles County Metropolitan Transportation Authority (Metro); the Cities of Bell, Bell Gardens, Downey, El Monte, Huntington Park, Industry, Los Angeles, Norwalk, and Santa Fe Springs; representatives of unincorporated Los Angeles County (LA County); and the San Gabriel Valley Council of Governments (SGVCOG), is proposing improvements to provide faster and more frequent bus services for LA County's street network (Project). The Project consists of establishing approximately 10 miles of Bus Priority Lanes (BPLs) and 25.5 miles of Bus Corridor Enhancements (BCEs) to enhance safely, reliability, and travel limes for regional and local bus services.

Reasons for Exemption
The Project will implement new pedestrian and bicycle facilities that will improve safety, access, or mobility, including new facilities, within the public ROW; improve customer information and wayfinding for transit riders, bicyclists, or pedestrians within the public ROW; and is transit prioritizing. Additionally, the analysis of environmental resources determined that the Project would not result in significant impacts and it can be seen with certainty that there is no possibility that the Project may have a significant effect on the environment. Therefore, the "common sense" exemption would apply to this Project.
