Document Description
Update to the City of Oxnard California Environmental Quality Act (CEQA) Threshold Guidelines. The CEQA Threshold Guidelines align with criteria and procedures consistent with current (2024) State CEQA Statute & Guidelines for the orderly evaluation of the environmental impacts associated with projects and the preparation of environmental documents. The update to the CEQA Guidelines also intends to help clarify and standardize decision-making in the environmental review process within the City of Oxnard, by having the City establish its own CEQA Guidelines. The CEQA Guidelines are offered as guidance to staff, consultants, and the development community in preparing all environmental review documents (including [mitigated] negative declarations and Environmental Impact Reports). Additionally, the CEQA Guidelines are intended to implement and supplement provisions in the CEQA Guidelines for determining the significance of environmental effects and they form the basis of the City’s Initial Study and Environmental Review Checklist

Reasons for Exemption
Based on California Environmental Quality Act (CEQA) this project is Exempt from CEQA pursuant to Section 15061(b)(3) of the CEQA Guidelines. Since the CEQA Guidelines are administrative in nature, in that they involve only gathering and disseminating information, it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. In addition, the adoption of the CEQA Threshold Guidelines will not result in any new significant environmental impacts and will not increase the severity of any previously identified impacts that were not addressed in the 2030 General Plan PEIR, and thus the project is exempt from the requirements of CEQA pursuant to state CEQA Guidelines §15061(b)(3)
