The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15304, Class 1, which permits the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The proposed project consists of enhancements to the pedestrian and bicycle travel way, but does not include the construction of any structures or buildings. Improvements would consists of replacement of paving, relocating existing fence to the back of new shared-use path, removing existing sidewalk in public right of way, constructing a 3” asphalt concrete over 6” base 14’ wide shared-use path with landscape buffer, constructing a turn-around area near the intersection of Main Street and Yama Street, and concrete, sidewalk, curb, and gutter improvements. These improvements would occur in the existing roadway and within City right-of-way in an urban setting. No sensitive plant or animal species would be adversely impacted, there are no hazardous materials present, and no cumulative impacts. The project site is not located in or near a scenic highway and historical resources are not present as the project site is located within existing City right-of-way. No mature scenic trees would be required to be removed and no wetland areas would be impacted.
