Document Description
On September 8, 2024, the Bridge Fire ignited in San Bernardino County, burning approximately 56,030 acres. A Governor Proclaimed State of Emergency has been declared for San Bernardino County. Given the severity of the burn caused by the fires, there is significant concern about heightened post-fire runoff from steep hillslopes, as well as an increased risk of soil erosion and debris flows, which could potentially impact roads with culverts downstream of the fire scar. Emergency work includes, but is not limited to, removal of sediment and debris, regrading and repairing of roads and shoulders, repaving, cleaning/repairing of road culverts, and repair/replacement of appurtenant structures.

Reasons for Exemption
Section 15269(a) of the California Environmental Quality Act (CEQA) Guidelines allows for emergency repairs to an area which a State of Emergency has been proclaimed by the Governor, as Governor Newsom declared on September 7, 2024. Section 15269(b) allows for emergency repairs to publicly or privately owned facilities to maintain service essential to public health, safety, or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency. Section 15269(c) allows for specific actions taken to mitigate for an emergency.
