Document Description
Los Angeles Clean Fuels, LLC proposes to construct a clean fuels transloading facility within a leased area of the existing BNSF Railway yard in Pico Rivera, California. The facility will transload renewable fuels from rail cars to trucks for delivery to local retailers. Renewable fuels are the type of fuels anticipated by the California Air Resource Board (CARB) to meet the State's Low Carbon Fuel Standard, a critical program to help California achieve its stated goal of carbon neutrality by 2045 by displacing existing hydrocarbon-based fuels with cleaner, lower carbon fuels. The facility will improve the impacts of the existing supply chain for motor fuels, with an improved model for rail-in and truck-out distribution. Local impacts will be minimized by locating the transloading facility on an existing railroad footprint where substances like these fuels and transloading operations are common, historic, and will continue as part of normal railroad operations. This clean fuels facility will help achieve the requirements of the California Global Warming Solutions Act of 2006, as implemented by CARB.
Development of the facility will reconfigure an existing rail spur and add two truck loading spots to transload clean renewable and bio-fuels directly from rail cars into trucks for efficient delivery to local retailers. The two loading spots would total approximately 1,540 square feet. The Project also would include two pump skids on a single pad (approximately 396 square feet total), eight unloading platforms (approximately 1,480 square feet total), as well as controls and above ground manifold systems. The Project will be equipped with a containment basin (approximately 790.5 square feet total) capable of containing the contents of 110% of an entire rail car volume. An approximately 512 square foot office trailer will be provided on site for the control center for the equipment, restrooms, and an area for driver check-in and receipts of Bill of Landing.
The clean fuels facility (also referred to as the "Project") is an allowable use under the City's Rancho de Bartolo Specific Plan with approval of a Precise Plan of Development ("PPD') by the Zoning Administrator. Approval of the Project's PPD is categorically exempt from CEQA review pursuant to the Class 1 Categorical Exemption for Existing Facilities (CEQA Guidelines section 15301.)
