This action is consistent with Section 15301 Class 1, Existing Facilities, operation, repair maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features; in this instance, the addition of a Compressed Natural Gas filling Station to the existing
biogas facility with the features noted earlier. The operation is a business to business and expects 40 trips per day. Forty trips per day is below Tulare County’s of 500 ADT (Average Daily Traffic) threshold for VMT (Vehicle Miles Traveled). Trips will be pass through due to the transportation of goods being conducted simultaneously. Therefore, the application of CEQA Section 15301 (e)(2) is applicable and appropriate for this project.
