Approval of a Master Disposition and Development Agreement ("MDDA") between 1-A District Agricultural Association and CowPalace DC, LLC, as master developer. Reasons for Exemption
Approval of the MDDA is except from CEQA because it does not meet the definition of a project under Public Resources Code section 21065 (will not cause either a direct or reasonably foreseeable indirect physical change in the environment). Even if the action meets the definition of a project, approval of the MDDA is exempt from CEQA pursuant to CEQA guidelines section 15061 (b) (3) because it can be seen with certainty that there is no possibility that approval of the MDDA would have a significant effect on the environment.
