Document Description
The 2026 Road Rehabilitation – Ceanothus Avenue Project consists of reconstructing Ceanothus Avenue from Manzanita Avenue to East Avenue (approximately 2,000 feet in length). The Project will close the infrastructure gaps along this section of Ceanothus Avenue. Improvements consist of new curbs, gutters, and sidewalks where missing; bulb-outs at Paseo Haciendas Court for pedestrian crossing at Pleasant Valley High School; sewer laterals; street lighting; striping and pavement markings; and adding a designated northbound right-turn lane into Pleasant Valley High School. The addition of a new driveway into Pleasant Valley High School on East Avenue is included in this project. Approximately 19 trees will be removed and where feasible, will be replaced in kind. Minor right-of-way acquisitions and temporary construction easements will be required.

The project involves improvements to existing public facilities. The project involves no increase in capacity and serves built-out land uses. The project area has been previously disturbed, is surrounded by urban uses, and includes existing roadway surfaces in need of treatment/rehabilitation. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the project. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15301 (c).
