Document Description
The Santa Cruz Water Department is proposing to install a backup power supply at the Union/Locust Building, located at two addresses 212 Locust Street and 117 Union Street, Assessor’s Parcel Number 005-047-22. The proposed project would relocate and install an existing 100-kW natural gas generator and automatic transfer switch from another City-owned facility to the Union/Locust Building. The proposed project consists of the demolition of the existing concrete pad, construction of a new concrete pad, and installation of a backup power supply generator. The generator would be installed behind an existing gate, in an area currently used for storage. Additional ground disturbing Project elements may include minimal digging outside the existing concrete pad.

Reasons for Exemption
The Union/Locust Backup Generator Project is categorically exempt under California Environmental Quality Act Guidelines under California Public Resources Code Section 15301, Class 1 for Existing Facilities and Section 15303 – Class 3 for new construction or conversion of small structures. Class 1 exemptions include the minor alteration of existing public facilities and mechanical equipment that involve negligible or no expansion of existing or former use, as is the case for the Union/Locust Backup Generator Project. Class 3 exemptions include construction of limited numbers of new, small facilities; installation of small new equipment in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The Union/Locust Backup Generator Project would result in installation of a generator and construction of a new concrete pad behind an existing gate, in an area currently used for storage. Additionally, the project is not barred by the applicable exceptions for taking a Class 1 or 3 Categorical Exemption (14 Cal Code Regs Section 15300.2 (a) – (f)).
