The City of San Diego conducted an envrronrnental review and deterrnmed that the project would qualify to be categorically exempt from CEQA pursuant to Section 15305 (Minor Alterations in Land Use Limitations). Section 15305 allows for minor alterations in land use limitations in areas with an average slope of less than 20 percent, which do not result in any changes In land use or density. Since the proposed project is a map action of an easement vacation of vacant sewer and water In an area with an average slope of less than 20 percent, the exemption is appropriate. The exceptions listed In CEQA Section 15300.2 would not apply In that no cumulative impacts were identified: no significant effect on the environmental were identified; the project is not adjacent to a scenic highway; and the project was not identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code
