Document Description
The proposal initiated by the Cucamonga Valley Water District is to annex the
remainder of its southern sphere of influence in order to provide water and/or sewer service to current and proposed projects within the area. In addition, as the water and/or sewer service provider for the Rancho Cucamonga community, the annexation of the Cucamonga Valley Water District's remaining southern sphere of influence will match its boundary with that of the City of Rancho Cucamonga.

The Local Agency Formation Commission has determined that this proposal is exempt (under the "Common Sense Rule") from environmental review since it does not have the potential for causing physical changes in the environment, directly or ultimately (Sections 15061 of the State Guidelines for the California Environmental Quality Act). This recommendation is based on the finding that approval of LAFCO 3270 does not appear to have any potential to significantly alter the existing physical environment. Therefore, the proposal is exempt from the requirements of CEQA, as outlined in the State CEQA Guidelines, Section 15061 (b){3). Without any identifiable physical changes, this proposal does not constitute a project and is not subject to environmental review under the provisions of the State CEQA Guidelines sections cited above or the Commission's adopted CEQA Guidelines.
