Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement number EPIMS-MEN-25325-R1C, pursuant to Section 1602 of the Fish and Game Code to Mark Schrader. The Project is limited to five encroachments. Two proposed encroachments (SC-1, SC-3) are to upgrade existing culverts. Work for these encroachments will include excavation, removal of the existing culverts, replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One proposed encroachment (SC-4) is to decommission an existing stream crossing by removing a culvert and performing stream restoration. Work for this encroachment will include excavation, removal of the existing culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One proposed encroachment (SC-5) is to install a replacement stream crossing culvert in a new location that will have stream flow terminate on an upland location due to lack of a direct connection to Mill Creek. Work for this encroachment will include excavation, placement of a new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. A rock apron will be installed at the outlet and will be monitored annually as described in the Notification (photos taken by April 30, submitted to CDFW by June 30 each year) to determine whether stream flows are contained. The final proposed encroachment (Pond Spillway) is to replace two spillway culverts on an existing on-stream pond and allowing two feet of freeboard. Work for this encroachment will include excavation, removal of the existing culverts, replacement with new properly sized single culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.
