Document Description
The project consists of replastering and upgrading a 50-meter competition pool and smaller teaching pool at the Petaluma Swim Center. The work includes removing all interior pool plaster and flooring/wall tile, preparing all surfaces, and retiling and replastering per the specifications. Pool improvements include the addition of stairs in the teaching pool, and the replacement of all pool ladders, recessed steps, handrails, drain covers, pool return heads, grab rails, and anchors. Electrical work will include upgrades to all pool lighting. Construction activities are expected to last 55 working days, and all improvements will occur within the existing developed area. Any disturbed areas during construction activities will be returned to pre-construction conditions.

Reasons for Exemption
The project consists of upgrades to two public pools at an existing pool facility for maintenance purposes. Improvements will occur within the Petaluma Swim Center Facility fence line. The area of disturbance will be outside of an environmentally sensitive area and there are no unusual circumstances or cumulative impacts that would preclude the project from using an exemption. There is negligible or no expansion of use beyond what currently exists and there are no cumulative impacts, or other factors that would make the exemption inapplicable. Therefore, the project is exempt under Section 15301 (b) as a maintenance activity associated with a publicly owned utility and 15301 (f) as an activity that adds a safety or public health device to an existing facility.
