Document Description
The County of Fresno's (County) Department of Public Works and Planning proposes to make shoulder improvements on East American Avenue between South Peach Avenue and South Temperance Avenue. The purpose of the Project is to improve traffic conditions, increase safety, and improve air quality by decreasing the amount of airborne particulate matter caused by vehicles traveling along the roadway.

Reasons for Exemption
The proposed project involves repairs of an existing street shoulder for the purpose or reducing the amount of particulate matter in the air caused by passing traffic and promote achieving attainment criteria in the County as it pertains to air quality standards. The project is needed to address the poor pavement condition, unstable dirt shoulders, and poor air quality as a result of airborne particulate matter associated with unpaved shoulders. The project will not change the alignment of the road or increase the number of through-lanes; therefore, no permanent traffic impacts will occur. No relocation of buildings, homes, or businesses will be required. There will be no impacts to biological, cultural or historical resources.
