The proposed amendment is exempt from review under CEQA pursuant to CEQA Guidelines Section 15061(b)(3), which exempts projects that would have no potential for causing a significant impact on the environment. The language being added and amended in the Safety element incorporates the LHMP document into the General Plan document and does not in itself propose any change to the environment. Additionally, the General Plan amendment is categorically exempt from review under CEQA pursuant to CEQA Guidelines Section 15308, which exempts projects undertaken by a regulatory agency to implement certain procedures which maintain, restore, enhance, or protect the environment. The LHMP contains goals and objectives for not only responding to hazards and emergencies, but proactively mitigating harmful effects to the built and natural environment.
