Document Description
The project consists of the installation of an electrical interconnect to provide power to the Central Utility Plant (CUP). The CUP currently utilizes a 66KV supply from Southern California Edison (SCE). DSH recently acquired the CUP from previous lease and is operating the CUP on a limited basis. DSH does not plan to generate electricity nor send power to the grid, therefore there is no longer need for the 66KV supply nor the SCE sig gen substation. The project would include the demolition/removal of the 66KV substation, 12KV switchgear and transformer, and the installation of a new 5KV switchgear and utility metering section

Reasons for Exemption
The project qualifies for Class 1 exemption which allows for repair, replace, and maintenance of mechanical equipment and existing public facilities to meet current standards of safety where it involves no or negligible expansion of use, and includes utilities used to provide electric power. The Metro State Hospital is a historic era facility which meets the criteria for listing in the NRHP and CRHR, however the project lies outside of the historic district and the limited scope of work will not have an adverse effect on the district. The State has confirmed no exceptions to the exemption apply.
