Reasons for Exemption
The Project is exempt from environmental review under CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption) because there is no possibility that the proposed zoning amendment will have a significant effect on the environment because it is administrative nature. Additionally, the environmental impacts of implementing the Highway 111 Corridor Specific Plan were adequately analyzed in the Final General Program EIR (SCH # 2015081021), which was certified by the City Council through Resolution No. 1901 on September 18, 2019.
