Document Description
The purpose of the proposed action is paint striping and surface markings on taxiways, taxi lanes, non-exclusive ramps, and vehicle roadways throughout the airfield. Striping and markings will be surveyed and relocated, where necessary, to ensure conformance with current airport design standards. This new paint striping and surface marking will be installed to remove safety hazards and maintain consistency with FAA design standards.

Reasons for Exemption
The State CEQA Guidelines provide a series of Categorical Exemptions for actions that have been deemed by the State Legislature to be exempt from the California Environmental Quality Act (CEQA). The proposed installation of paint striping and surface markings on taxiways, taxi lanes, non-exclusive ramps, and vehicle roadways throughout the disturbed airfield has been determined to qualify for a Categorical Exemption under Section 15302(f) of the State CEQA Guidelines. Class 1 consists of “Replacement or Reconstruction,” outlined under Section 15302 of the State CEQA Guidelines. Class 1 exemptions consist of “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment.... involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination .”“(f) Addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities, or mechanical equipment, or topographical features, including navigational devices.” This proposed project has been determined to not fall under the jurisdiction of CEQA and the State CEQA Guidelines because these activities fall within the scope of the qualifying criteria listed in Section 15302(f). Therefore, this action conforms to the requirements for a Categorical Exemption in compliance with Section 15302(f) of the State CEQA Guidelines.
