Document Description
The proposed project will involve replacement of deteriorating site utilities beneath the asphalt area. This includes new water lines, valves, valve boxes and hydrants. Existing sewer lines to be lined per specification with substandard sewer lines being removed and replaced. Additional cleanouts and manholes will be installed as required. Gas lines will also be replaced. New storm drain catch basins will be installed with existing storm drain catch basins inspected and cleaned. Existing storm-drain pipes to be cleaned, inspected and replaced as needed. Trenches will be dug through already disturbed areas covered by asphalt. Once the new utility systems have been installed, the original soil removed during trenching operations will be backfilled into the trench. The asphalt surfaces will be repaired temporarily until the next scheduled phase to replace the asphalt. Phase one, infrastructure replacement, is scheduled to start in the spring of 2025 and last approximately 3 months. Phase two, replacement of the asphalt, will occur in the spring of 2026 and is also expected to take 3 months.

Reasons for Exemption
This project fits under portions of two classes of Categorical Exemptions to CEQA: Class 1 (Existing Facilities) and Class 3, (New Construction). All the project activities would occur within previously disturbed areas. Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, populations and housing, public services, recreation, transportation/ traffic, utilities and service systems, or to wildfire. Documentation of the environmental review completed by the Department is kept on file at 23322 Avenue of the Giants, Weott, CA 95571.
