Document Description
To install a riprap wall and a personal watercraft (PWC) lift. New disturbance on
the lak.ebed can be associated with the proposed installation of 60-LF of riprap (30 cubic yards) along an existing concrete wall. Due to the natural changes in water levels and wave action, signs of erosion can be seen on the toe of the wall. The riprap will prevent further erosion and protect the structural integrity of the concrete wall.
Other new disturbance to the lakebed will include the installation of two (2) 8-inch diameter piles to support a double PWC lift system that will be accessed through the existing boat lift. The location can be seen on the site map and will be the furthest distance lakeward, on the north side of the existing boat lift. Proposed construction equipment will include the following:
Equip 1: Bobcat Mini Excavator-E42 R2-Series: Rubber Tracks
Equip 2: Chevy 3500-Utility Work Truck: Tires
Equip 3: Hydraulic dump trailer: Tires
Equip 4: Barge with Crane and standard Pile Driving Equipment (2000 lbs. drop hammer)
The main staging area for equipment 1-3 will be on the driveway and no equipment be on the lakebed. All of the work to place the rip rap will be done from above the wall and will be set with the arm extension of the Equip 1. Equip 4 will be the floating barge which will be on the North side of the existing structures and will only assist in the installation of the (2) steel piles for the PWC lift. Vegetation is present on site but will not be disturbed as it is a safe distance from the wall as shown on the project photos. The project scheduled is anticipated to take approximately three (3) weeks
from the start date. All work would occur between October 15 to December 31 to avoid the Clear Lake hitch.

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures will be applied to the proposed project. The project includes installation of a riprap wall and two (2) 8-inch diameter piles for a double PWC lift system. The County has concluded that no known impacts covered in the exceptions listed in the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15300.2 would occur from the proposed project based on the following: There is vegetation at the site, but the proposed work would not occur where it is present. All work would occur between October 15 to December 31 to avoid the Clear Lake hitch. The CNDDB database resulted in no records of federal or state listed endangered or threatened animal or plant species. Although there are other lakebed projects that occurred around the lake prior to the proposed project, and some that will occur at the same time and after, the majority would be temporary with no or minimal expansion which sometimes can be associated with an increase of use. There are no officially designated state scenic highways according to the Caltrans List of Officially Designated County Scenic Highways. There are no recorded hazardous waste sites according to the State’s Envirostor database. The project site is not on the California Historical Resources list and there are no other known historical resources.
