Document Description
The Department of Parks and Recreation proposes the annual clean-up of debris by mechanical means if necessary, for a period of 5 years and the removal of wood and debris up to 3 times a year, if it threatens the accessibility, safety or the recreation features of Cayucos State Beach. Clean up efforts may be inside the beach wrack zone. These efforts are part of general maintenance of Cayucos State Beach. If mechanical means are used, operators will be required to not disturb natural wrack materials. Large logs may be transported five miles south to Toro Creek Beach to be used for bluff stabilization pursuant to the future Morro Bay to Cayucos Connector Trail (CDP 3-24-0020).

Reasons for Exemption
This project is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that this project may have a significant effect on the environment; therefore, the activity is not subject to CEQA. [Reference: State CEQA Guidelines sec. 15061(b)(3), General Rule Exemption]. As viable, the large logs will be transported five miles south to Toro Creek Beach (Morro Bay Dog Beach) to be used for stabilization of the bluffs in this area and along the future Morro Bay to Cayucos Connector Trail as part of CDP 3-24-0020. Activities associated with placement of the logs will follow and comply with the Habitat Mitigation and Monitoring Program required pursuant to CDP 3-24-0020. If re-purposing such logs is not viable, the logs will be placed in a roll over container on the paved surface parking lot on Ocean Front Ave. Once the container is filled, the material will be removed and deposited at a local landfill or composting facility. The project will include best practice measures to protect public access and recreation, water quality and habitat avoidance through implementation of the following requirements each year the clean-up is conducted: • Conducting work on weekdays and non-holidays, • Posting an on-site public notice of the work to be completed, a minimum of 3 days before start date, • Maintaining a 25-foot buffer between the ocean, Cayucos Creek, Little Cayucos Creek, and any mechanical equipment used, • Conducting pre-activity surveys by a Planning Dept. approved biologist. Any required avoidance measures will be determined by the biologist. • If mechanized equipment is used, a spill kit must be available in case of an oil or fuel spill. • Reviewing each cleanup for lessons learned and implement related best practice measures.
