Reasons for Exemption
The State CEQA Guidelines provide a series of exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed installation and data gathering in conjunction with the Site Characterization Work Plan for the property located at 4350 Temple City Boulevard and 4303, 4313, 4315, and 4319 Rowland Avenue in El Monte California Project has been determined to have no potential to cause significant adverse effects on the environment and will ensure that a contaminated piece of property can be remediated in the future. Categorical Exemption Class 6 exempts "basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes. or as part of a study leading to an action which a public agency has not yet approved. adopted or funded." Therefore. this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 6 Exemption.
