Document Description
The San Diego Unified Port District (Applicant) proposes to accept $5,000,000 in grant funding from the U.S. Department of Transportation Maritime Administration (MARAD) and authorize $5,000,000 in matching funds provided by the San Diego Unified Port District (District) for design and entitlements for Phase II of the Tenth Avenue Marine Terminal (TAMT) Redevelopment Plan. The District was awarded grant funds through the Rebuilding American Infrastructure With Sustainability and Equity (RAISE) Grant Program. Grant funds and matching funds would be budgeted over the course of the project’s five-year performance period. The project would involve design, environmental analysis, and entitlements for Phase II of the TAMT Redevelopment Plan. On December 13, 2016, the Board of Port Commissioners adopted the TAMT Redevelopment Plan and certified the associated Programmatic Environmental Impact Report. In September 2020, Phase I of the TAMT Redevelopment Plan was completed. In February 2024, the District submitted a grant application to the RAISE program requesting $5,000,000 in grant funds and proposing a $5,000,000 match to fund the TAMT Redevelopment Phase II Planning and Design Project. The project would involve the planning and design of the following four elements, consistent with the TAMT Redevelopment Plan: • On-terminal rail track replacement, realignment, and load capacity improvements • Seismic upgrade and concrete resurfacing, water, and utility line reconfiguration and upgrade • Front gate, perimeter fence, and operations center reconfiguration to facilitate operational and safety improvements • Environmental analysis (CEQA and NEPA) and permitting The proposed project would involve accepting grant funds for research, planning, design, and environmental review of the elements above and would not involve any construction or physical disturbance to the environment. Future construction of the elements above would be subject to subsequent review under the California Environmental Quality Act and the District’s Coastal Development Permit Regulations.
