Document Description
Irvine Ranch Water District (IRWD) owns and operates an 8-inch domestic water pipeline that is attached to an existing road bridge that is owned by the County of Orange (Bridge 55C-0177). IRWD will demolish and install new 8-inch domestic water pipelines because of the County of Orange’s reconstruction of Bridge 55C-0177. IRWD will construct a temporary bypass and permanent pipeline to maintain domestic water service throughout construction.

Reasons for Exemption
The effects of the proposed project are Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). The Class 1 Exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The proposed project will demolish and install new 8-inch domestic water pipelines because of the County of Orange’s reconstruction of Bridge 55C-0177. IRWD will construct a temporary bypass and permanent pipeline to maintain domestic water service throughout construction. There would not be any expansion of the existing uses. In addition, pursuant to Section 15300.2 (c) and 15301 of Title 14 of the California Code of Regulations, there are no unusual circumstances in respect to the proposed project for which staff would anticipate a significant effect on the environment.
