The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, "consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use". The proposed project consists of a request by Verizon for approval of a Plot Plan to install four (4) new panel antennas, for a total of sixteen (16) antennas mounted on an existing mono-eucalyptus tower at an existing wireless telecommunications facility located at 450 W. California Avenue. The project would not involve a negligible expansion of the existing use of the cell facility and would not affect the use or function of the existing building.
