Document Description
The Los Angeles Department of Water and Power (LADWP) proposes to divert and collect stormwater currently flowing offsite at the Harbor Generating Station (HGS) to prevent potential pollutants from escaping the facility. Existing water conveyance will be modified to redirect stormwater flows from around the entire facility towards four lift stations (LS). Water will be pumped into a stormwater holding tank (SWHT) via four LSs, three of which will be installed within the portion of the facility west of Fries Ave (main HGS facility), and one that will be installed within the portion of the facility east of Fries Ave. The new SWHT will replace an existing abandoned diesel storage tank in the existing tank’s footprint. The SWHT will be able to hold approximately 1 million gallons of stormwater. A combination of gravity flow storm drainpipe and pressurized pipe will direct stormwater to the SWHT. Approximately 715ft of new stormwater drainpipe will be installed via trenching to direct water towards individual LSs. About 1400ft of new pressurized pipe will be installed via trenching to convey stormwater from the LSs to the SWHT. Stormwater held in the SWHT will be discharged into the sanitary sewer under permit with Los Angeles Sanitation.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to section 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15303 (New Construction). Section 15301, Class 1, consists of the operation repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. Section 15302, Class 2, consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including the replacement or reconstruction of existing utility systems/facilities involving negligible or no expansion of capacity. Section 15303, Class 3, consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposal for the HGS Stormwater Diversion Project meets the requirements of these exemptions; therefore, no further CEQA review is required.
