Phase 1; Includes all the active/sports recreation area including the construction/installation of one lighted baseball field, two softball fields, playground equipment, walking paths, restroom/concession/storage building, irrigation, trees, lighting, basketball court, picnic areas, & detention basin. Phase 2; Lighted Parking Lot Phase 3; North End of the Park; additional park area which will include lighting, restrooms (as alternate), playground, picnic areas, shade structures, & detention basin. The new park features will offer an enhanced outdoor experience and recreational opportunities for the city's residents and visitors. The project will modernize park facilities, upgrade the existing infrastructure and add new amenities not currently available. The upgraded lighting will be more efficient and decrease energy demand while maintaining public safety. New landscaping and irrigation system will improve the visual character of the park while improving water conservation.

Reasons for Exemption
Under §15301 (a) and (c), the project includes the repair, maintenance and upgrades to existing recreational structures, facilities, and mechanical equipment involving no significant expansion of the existing use. Under §15302 (b) and (c), new recreational equipment and updated electrical and irrigation systems will replace the existing, outdated equipment and systems, which will improve efficiency, lower electrical and water use demand, while providing city patrons with a high quality recreational experience. Under §15304 (b), the project includes minor alterations to the park with new landscaping and irrigation system that will lower the park's water demand and be more efficient.
