Document Description
The Proposed Project includes the installation of a new iron and manganese removal system (project), which includes the installation of a new filtration system, pump skid container and equipment, new backwash tank, new sewer discharge pipe, and new system piping, valving, and instrumentation. For background, the National City Wells located in National City produce high-quality water that’s only necessary to disinfect and fluoridate before it enters Sweetwater Authority’s distribution system. Raw water iron and manganese levels from the National City Wells average 0.042 milligrams per liter (mg/L) and 0.012 mg/L, respectively. Although these levels are below the secondary maximum contaminant levels for both iron (0.3 mg/L) and manganese (0.05 mg/L), these metals precipitate and accumulate within the distribution system over time, and are resuspended when flow velocities within the distribution system change due to operational activities, maintenance activities, and disruptions caused by knocked off fire hydrants or water main breaks. The resuspension of iron and manganese within the distribution system has led to discolored water complaints by customers in National City. In 2020, the Authority completed a vigorous flushing program of the water mains in National City using a recirculation/filtration process that produces little-to-no discharge. There is a high level of confidence that historical accumulated deposits have been removed from the water mains in National City. However, it is anticipated that these metals would precipitate and accumulate within the distribution system again over time. The Proposed Project will prevent accumulation of iron and manganese within the distribution system by removing these constituents before they enter the system.

The Proposed Project includes the installation of an iron and manganese removal system, adjacent to the existing National City Wells site. The iron and manganese removal system would not involve the use of significant amount of hazardous substance, and would only include a limited number of new, relatively small facilities, all adjacent to the existing well facilities. The surface area used for the new buildings and facilities above surface is approximately 2,100 square feet.
