The granting of a utility easement between the County of San Diego and San Diego Gas & Electric is categorically exempt from CEQA pursuant to Sections 15301, as the easement would be located at an existing public facility (El Cajon Family Resource Center), involving negligible expansion of existing use. The installation of five (5) level 2 Electric Vehicle Chargers, transformer, power center and underground conduit would be categorically exempt from CEQA pursuant to Section 15303 and 15304 as it involves the installation of small new equipment accessory to the existing El Cajon FRC parking lot, minor trenching and backfilling of the areas were electrical utility conduit are installed will be restored to the original surface condition. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
