Document Description
The project entails the installation of an informational sign and the construction of a small outdoor amphitheater at Shollenberger Park. The amphitheater will feature three rows of backless metal mesh park benches arranged in an arc, facing the Central Pond, and a 15-foot-diameter semi-circular stamped concrete slab at grade, which will serve as the stage for educational presentations. It will be located near the existing picnic tables, approximately 300 feet from the park's entrance and parking area. Improvements will be made to the existing gravel pathway, including the installation of geogrid underlayment for enhanced stability, ensuring ease of operations and maintenance, and the creation of an ADA-compliant path from the existing asphalt pavement to the amphitheater stage. Minor grading will shape a gentle slope in the seating area. Additionally, the existing wooden fence adjacent to the amphitheater, which marks the boundary of the environmentally sensitive area, is damaged and decaying. It will be replaced in its current location with a new wooden fence. An approximately 4' tall pedestal-style informational sign will be installed at the southwest end of Shollenberger Park, near the confluence of Adobe Creek and the Petaluma River. The construction schedule will be timed to avoid bird nesting season, minimizing any potential impact on nesting habitats. Protective measures will also be implemented to safeguard the wetlands throughout the construction process, preserving the sensitive ecosystems within Shollenberger Park. Petaluma City Council approved the award of contract on November 4th, 2024.

Reasons for Exemption
Shollenberger Park is an established open space featuring benches, a picnic area, and a walking path around a dredging spoils pond along the Petaluma River. The seating and stage for the educational area will be installed in an area already designated for similar uses and is limited to small structures. The kiosk will replicate several other existing wooden kiosks along the walking path, which provide information about the surrounding ecology. The improvements will take place within areas that have already been disturbed, such as existing trails, pavement, or gravel. There is no expansion of use beyond what currently exists, and the new structures will be small and consistent with the existing benches, picnic tables, and kiosks found throughout Shollenberger Park. There are no cumulative impacts, unusual circumstances, or other factors that would make this exemption inapplicable. Therefore, this project is exempt under Sections 15301, Existing Facilities, and 15303, Small Structures.
