Reasons for Exemption
The Project includes the demolition of four single family residences to facilitate the development of 20 multi-family dwelling units with associated amenities. The proposed Project is consistent within the applicable general plan designation and all applicable general plan policies as well as with the applicable zoning designation and regulations, and does not include any variances or modifications to underlying development standards. The Project is located on a site less than five acres, and is substantially surrounded by urban uses (primarily residential and commercial uses); the Project site is fully developed and disturbed, and does not contain habitat for endangered, rare, or threatened species; the applicant has provided technical studies (noise memo, traffic scoping agreement/memo, climate action plan consistency checklist, storm water quality management plan) to indicate that the Project will not result in any significant effects relating to traffic, noise, air quality or water quality; and, the Project can adequately be served by all required utilities and public services. None of the exceptions under CEQA Guidelines Section 15300.2 would be triggered by the Project. The Project is consistent with the City's adopted 2012 General Plan which analyzed the buildout of the City under the existing General Plan land use designation, therefore the cumulative impact of successive projects of the same type in the same place over time will be insignificant; and, the Project site is not adjacent to a scenic highway, or located on a hazardous waste site.
