Document Description
The County of Riverside Transportation Department is proposing to construct the Mecca Neighborhood Park and Greening Project, which includes street tree planting, park improvements, sidewalks, and curb and gutter. Street trees will be planted within the public road right-of-way along approximately 1.5 miles of streets as follows: • Cahuilla street from 65th Avenue to 2nd Street • Date Palm Street from 65th Avenue to 66th Avenue • 66th Avenue from Hammond Road to east of Date Palm Street • 2nd Street from Hammond road to east of date Palm Street • 5th Street from Cahuilla Street to Date Palm Street • Hammond road from north of 2nd Street to 66th Avenue Park site improvements will be made to a County of Riverside 0.3-acre property bounded by the following streets: • On the north by 2nd Street, west by Hammond road, south by 66th Avenue, east by the centerline projection of Cahuilla Street Curb and Gutter and Sidewalk improvements will be constructed along 0.1 mile of streets as follows: • Hammond Road from 2nd Street to 66th Avenue • 66th Avenue from Hammond Road to Date Palm Street The proposed project will include the following: • Tree and shrub plantings • Decomposed granite, mulch, rocks and boulders • Irrigation systems • Water service • Electric service • Concrete sidewalks, decorative walkways, drive approaches, curb ramps, retaining walls and curb and gutter • Drainage structures • Utility removals, relocation, and adjustments • Park entry signage, furniture, lighting, and art (optional)

Existing Facilities-The project proposes to install street trees, park improvements, sidewalks, and associated improvements. The project in its entirety is consistent with Section 15301(c) because it does not create additional automobile lanes and involves no expansion of use of the existing roadway and associated facilities. The proposed project will note acquire right-of-way. This project is subject to compliance with the Coachella Valley MSHCP. In accordance with Section 7.1 of the Coachella Valley MSHCP, public facility construction, maintenance, and safety activities along existing roadways and right-of-way are considered a covered activity. If tree removal takes place during the migratory bird breeding season from February 1 to August 31, a pre-construction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act. The Riverside County Transportation Department has found that the above-described project is exempt from the provision of the California Environmental Quality act (CEQA), based on the following.
