Document Description
The applicant proposes to convert an existing bovine dairy to a sheep facility located at 11336 7th Ave., Hanford, Assessor Parcel Number 016-130-105. The existing bovine dairy facility is currently operating under Site Plan Review No. 06-22 which allows 1,110 head (800 milk cows, 200 dry cows and bred heifers, 60 heifers, and 50 baby calves) for a maximum of 1,420 animal units. Pursuant to Kings County Development Code Article 4, Section 414.D, the conversion factor of seven (7) sheep per one (1) dairy cow will allow M F Cattle Co. to convert to a sheep facility with a maximum sheep herd size of 7,770 sheep; however, this exceeds the previously approved animal units therefore the proposed site will be limited to 7,100 head of sheep.

Reasons for Exemption
Section 4.g.1 of Resolution No. 16-001, Kings County’s Local Guidelines to Implement CEQA, lists Site Plan Reviews conducted by the Zoning Administrator under the provisions of Article 16 of the Kings County Development Code as exempted projects. On April 24, 2006, the Community Development Agency Director approved Site Plan Review No. 06-22 that proposed to construct hay barns and a commodity barn at the existing bovine dairy facility, which was a ministerial project and exempt from environmental review under Section 15268 of the CEQA Guidelines and implemented through Kings County Board of Supervisors Resolution No. 03-106 adopted on October 22, 2003. Since the approval of Site Plan Review No. 06-22, the Kings County Board of Supervisors has amended the Resolution to the current Resolution No. 16-001.The original exemption from environmental review for Site Plan Review No. 06-22 has not changed and still applies.
