Document Description
The proposed project activities include the replacement of the septic system for the NEU Station 40-Smartsville state property. A new 5000-gallon micro-dose septic system with effluent pump and leach field will be installed along with corresponding electrical and septic tight line connecting north to the fire station. Trenching and pipe jacking from new septic tank to station sewer line and leach field will be required, with two manholes installed for future access. Leach field will require approximately 8,100 feet of trenching and will be backfilled after installation. One gravel road to facilitate construction access and future system maintenance will be installed from Hammonton Smartsville Road to the septic tank location. Less than one acre of soil will be disrupted for all project work. Trenched areas will be backfilled to original grade and no change in drainage pattern will occur.

Reasons for Exemption
This project fits under portions of four classes of Categorical Exemptions to CEQA: Class 1 (Existing Facilities), Class 2 (Replacement or Reconstruction), Class 3 (New Construction) and Class 4 (Minor Alterations to Land). The project involves minor improvements with most project activities occurring within previously disturbed areas. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, utilities and service systems, or to wildfire risks.
