Document Description
Install new wireless devices and connect them to existing network cabinets. New devices and cables will be attached to interior steel beams, small new wall openings (approximately 2”-3” diameter), and conduits to connect everything back to the network cabinets. This installation will take place in the large gyms at Cabrillo, Poly, Millikan, Lakewood, and Wilson. The Long Beach Unified School District (District), as the Lead Agency under the California Environmental Quality Act (CEQA), proposes to install security cameras into existing surfaces at each school site: Juan Rodriguez Cabrillo High School (Cabrillo HS), Long Beach Polytechnic High School (Poly HS), Robert A. Millikan Senior High School (Millikan HS), Lakewood High School (Lakewood HS), Woodrow Wilson High School (Wilson HS).

The school campus is located within the neighborhood that is west of Interstate 710 and north of Route 1, at the northwest intersection of Santa Fe Ave and W 20th St. The school site is bounded by W 20th Street to the south, Santa Fe Ave to the east, W Hill St to the north, and Rte 103 to the west. A new two-story building was added in 2020. Lakewood HS is located at 4400 Briercrest Ave, Lakewood, CA 90713. The school campus is located within the neighborhood that is east of Route 19, at the northeast intersection of Briercrest Ave and Harvey Way. The school site is bounded by Harvey Way to the south, Lomina Ave to the east, Centralia St to the north, and Briercrest Ave to the west. Wilson HS is located at 4400 E 10th St, Long Beach, CA 90804. The school campus is located within the neighborhood that is south of Route 1, at the northeast intersection of Bennett Ave and E 7th St. The school site is bounded by E 7th St to the south, Park Ave to the east, E 10th St to the north, and Bennett Ave to the west.

Reasons for Exemption
The proposed activity is a project subject to CEQA. However, it is exempt from further environmental analysis under Class 1, Existing Facilities (CEQA Guidelines §15303). Class 1 categorical exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion or former use. The Proposed Project will not result in significant environmental impacts and is exempt from further review under the conditions in Article 19. Therefore, the application of Class 1 categorical exemption is appropriate for the Proposed Project. The Proposed Project does not have the potential to trigger any of the exceptions identified in CEQA Guidelines §15300.2. The project consists of installing wireless devices in existing school sites. Therefore, the application of Class 1 categorical exemption is appropriate for the Proposed Project.
