The City Council finds and determines that the grant request and the hiring of a Code Enforcement Officer is exempt from the California Environmental Quality Act ("CEQA") because it can be seen with certainty that there is no possibility that it will have a significant effect on the environment, as the engaging the services of a full-time Code Enforcement Officer and purchasing of support equipment will further cooperative and effective working relationships between code enforcement officials, local prosecutorial agencies, local health department, local building and planning departments, policing agencies, local housing agencies participating in an interdisciplinary approach to housing code compliance and therefore is exempt per CEQA Guidelines § 15061(b)(3)).
