Staff concludes that the proposed intersection improvements is exempt from the application of the California Environmental Quality Act (CEQA), pursuant to Section 15302 (c) of the State CEQA Guidelines, which state as follows: “Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The project will comply with City noise standards. Existing utilities (storm water, sewer, water, electrical, gas) are adequate to serve the proposed project.
