Document Description
The permitted activity is to rework to conduct maintenance on an existing steamflood well. The rework activities include pressure testing, potential casing repair, and perforating into the current completion zone. Reasons for Exemption
Class 1 applies to the rework. Class 1 consists of “the operation, repair, maintenance, or minor alteration” of existing facilities involving “negligible or no expansion of use beyond that existing previously.” (§ 1684.1.) The project involves the maintenance of a well and does not include modifications or changes to an existing use. The well is and will remain an injection well and will generally have the same capacity and use (steamflood). The proposed activity involves installation of perforations, and potential casing repair, in the well into the same formation. The operator indicates that no permanent facilities would be constructed, and the project would not involve any new ground surface disturbance, including no new roads or other corridors. Therefore, there is no expansion of use beyond that previously existing. Additionally, a CalGEM engineer has confirmed that the proposed work is within the scope of UIC project 34000013 and would be a continuation of operations within the UIC project.

Class 2 consists of “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced[.]” This is a rework that involves installation of perforations, and potential casing repair, into the same formation of an existing well and does not propose changes to the structure of the well (the wellbore). The location of the well would not change, nor would the underground structure of the well (the wellbore), nor would the purpose of the well, which is steam injection. After the rework, the well would have substantially the same capacity. Additionally, a CalGEM engineer has confirmed that the proposed work is within the scope of UIC project 34000013 and would be a continuation of operations within the UIC project.

Reasons for Exemption
Class 4 applies to the proposed activities. Class 4 “consists of drilling operations that result only in minor alterations with negligible or no permanent effects to the existing condition of the land, water, air, and/or vegetation. The project would not disturb new areas; no change to surface lands is included in the proposed work. The rework of the well would be conducted entirely on existing pads. All equipment will be staged on existing well pads and access roads. Work locations would be accessed using only existing roads. Accordingly, no impacts to biological resources are expected. The project would not add facilities and would be conducted in order to maintain level of service. The rework and storage of equipment will be temporary, requiring approximately three days. Therefore, the project would result in only minor alterations with negligible or no permanent effects to the land, water, air, or vegetation.
