Document Description
Irvine Ranch Water District (IRWD) owns a domestic water meter vault that serves the University of California, Irvine campus. The piping, meter, and valves in the vault have corroded over time and require replacement. The work includes removal and replacement of a gate valve, water meter, ten feet of piping, the top slab of the meter vault, and hatch. An additional valve will be constructed four feet away from the meter vault. The work will include minor excavation, trenching, and backfilling. Grading and restoration of landscape and irrigation will be performed by the contractor towards the end of the project.

Reasons for Exemption
The effects of the proposed project are Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). The Class 1 Exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The proposed project would include the removal and replacement of existing gate valve, water meter, piping and the top slab of the meter vault and hatch. The proposed project would be the maintenance and alteration of existing public infrastructure, that will ensure their optimal normal service and would retire existing public infrastructure which has exhausted their useful life functions. There would not be any expansion of the existing uses. In addition, pursuant to Section 15300.2 (c) and 15301 of Title 14 of the California Code of Regulations, there are no unusual circumstances in respect to the proposed project for which staff would anticipate a significant effect on the environment.
