Document Description
The El Dorado Irrigation District (District) proposes to replace the existing backwash waste pumps at the Reservoir 1 Water Treatment Plant (Res 1 WTP) Backwash Water Return Pump Station (BWRPS). The pumps are a critical part of the water treatment process that return wash water generated during a filter backwash to the head works of the plant. Additionally, the BWRPS is used to pump settled solids from the sedimentation basin to the drying beds on an annual basis while the plant is offline for maintenance. The BWRPS pumps are at the end of their useful life and are in need of replacement to maintain service and water treatment reliability. The replacement of the pumps will involve the removal of the existing pumps, installation of the new pumps, and minor mechanical and electrical work. All construction and equipment staging activities will occur within the existing Res 1 WTP facility and involve no new ground disturbing activities. Any construction debris that is removed from the Project area will be disposed of in compliance with all applicable regulatory requirements. The pumps are an in-kind replacement and will not increase or expand drinking water treatment capacity. The lead time for purchasing the pumps is estimated to be approximately 32 weeks and installation is planned to be performed by District crews in 2025.

None of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300. 2, are valid for this project, including location in an area of critical concern, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, cumulative effect, and historical resources.
